Dumb Somali cop tricks

Let me state first that I am not an expert, nor even passably knowledgeable, about police rules of engagement.

I suspect many of these “rules” are manifestations of simple logic and common sense. One thing about the shooting death of Justine Damond by police officer, Mohamed Noor, in Minnesota this weekend that leads me to wonder if the proper rules of engagement were followed are relayed in this account:

Three sources with knowledge of the incident said Sunday that two officers in one squad car, responding to the 911 call, pulled into the alley. Damond, in her pajamas, went to the driver’s side door and was talking to the driver. The officer in the passenger seat pulled his gun and shot Damond through the driver’s side door, sources said. No weapon was found at the scene.

Is it ever acceptable for  a police officer to discharge his firearm through an open window, across a seat occupied by a police officer, while the squad car is stopped? It seems to me this is a strategically perilous maneuver.

Just wondering.
